GPS_UTC_offset, is an eight bit positive integer transmitted in System Time table which gives the offset between GPS time and Universal Coordinated Time
GPS_UTC_offset is the transport stream equivalent of the PMCP attribute GpsUtcOffset in a Time Parameters structure.
