dcc_to_minor_channel_number [ATSC Semantics]
The dcc_to_minor_channel_number is a 10-bit field that gives lowest order digits of the channel number which is the destination of a Directed Channel Change test.
When the service_type is analog_television, the minor_channel_number must be 0. When service_type is either ATSC_digital_television or ATSC_audio_only, the minor_channel_number shall be between 1 and 99.
