layer [MPEG-2 Semantics]

layer is a 2-bit unsigned integer field that shall be equal to or higher than the highest layer specified in any audio frame of the audio stream.

This field and the MPEG-2 audio_stream_descriptor are not useful in ATSC transport streams, which use a different digital audio technique.
