variable_rate_audio_indicator [MPEG-2 Semantics]

variable_rate_audio_indicator is a 1-bit boolean field that, when set to '0' indicates that the bit rate of the associated audio stream may vary between consecutive audio frames.

This field and the MPEG-2 audio_stream_descriptor are not useful in ATSC transport streams, which use a different digital audio technique.
