ltw_valid_flag [MPEG-2 Semantics]

the ltw_valid_flag is a 1-bit boolean field in a MPEG-2 adaptation_field that when set '1' or 'True' indicates the value of the ltw_offset shall be valid. If '0' or 'False' indicates the value in the ltw_offset field is undefined.
