transport_scrambling_control [MPEG-2 Semantics]
The transport_scrambling_control is a 2-bit unsigned integer field in a MPEG-2 transport packet header that signals the scrambling mode of the transport stream packet payload.
Packet headers, and when present, adaption fields, shall not be scrambled.
